PROCEDURE FOR DEVELOPMENT AND APPROVAL OF NEW RCA PROJECT PROPOSALS

  • Member States shall submit a concept paper prepared according to the specified format, to the RCA Office, through the National RCA Representatives before 31st of December of the year N-3, for projects to be implemented commencing from year N.
  • The proposals received shall be circulated to the National RCA Representatives and to the Thematic Sector Lead Country Coordinators (TSLCC) by the RCA Office two months before the Regular Meeting of the National Representatives of the year N-2.
  • TSLCCs shall submit their recommendations within one month to the RCA Office which will be circulated to National RCA Representatives.
  • At the Regional Meeting held in the year N-2, the National RCA Representatives shall select the projects to be implemented and the priority order, based on their vision of the regional needs and priorities, and the recommendations of the TSLCCs. The National RCA Representatives shall also decide on the source of funding for each project (IAEA TC, extra-budgetary contributions, other sources of funding) and the Project Lead Countries and Assistant Project Lead Countries.
  • Each Member State shall review the projects selected by the National RCA Representatives, to identify their relevance in relation to the national development objectives and to national programme of utilization of nuclear technology including its TC programme with the Agency and inform the RCA Office of the projects it wishes to participate in, together with the name of the designated National Project Coordinator, within one month after the Meeting.
  • If more than three Member States indicate their willingness to participate in a particular project, it shall be immediately conveyed to all the National RCA Representatives, and to the relevant Thematic Sector and Project Lead Country Coordinators by the RCA Office.
  • The Project Lead Country Coordinator shall develop the detailed project proposal according to the format and other requirements of the proposed funding agency, in consultation with the National Project Coordinator’s of the participating Member States and with the guidance of the Thematic Lead Country Coordinator, the Technical Staff of the Agency and the RCA Office. This consultation shall be by electronic means and shall be facilitated by the RCA Office. The National Project Coordinators of participating Member States shall inform the Project Lead Country Coordinator of the inputs needed to implement the project, how the country will benefit from the project and of the national resources that could be made available for the implementation of the project and any other details that may be required by the Project LCC. The detailed project proposal should contain the action plan of the project according to a specified format and the budget.

The detailed project proposal should be submitted to the RCA Office before 31st of July of the year N-2, for circulation to the National RCA Representatives and to the Thematic Sector Lead Country Coordinators one month before the RCA General Conference Meeting. The Meeting of

  • The National Representatives shall approve the project proposals including the action plans and the budget with amendments if necessary, based on the recommendations of the Thematic Sector LCCs and decide on the participating Member States. Participating Member States should have infrastructural facilities and human and financial resources needed for implementation of the project.
  • The approved project proposals will be submitted to the identified funding agencies according to the modalities specified by them.

FORMAT FOR SUMMARY PROJECT PROPOSALS (PROJECT CONCEPT)

  • Project Title : The title should be sufficiently descriptive but should not be unnecessarily lengthy
  • The problem/need to be addressed . A description of the problem/need to be addressed.
  • Specific Objectives of the project . List the specific objectives of the project. There should be a clear linkage between the Specific Objectives and the problem/need to be addressed.
  • The linkage of the project objectives to Millennium Development Goals . The Millennium Development Goals can be found in www.un.org/millenniumgoals/. .
  • Performance indicators and their means of verification. What are the indicators that can be used to verify that the specific objectives of the project have been achieved and how this information can be obtained.
  • The expected impact of the project . What socio-economic benefits will the participating Member States gain from the project?
  • Steps to be taken to make the benefits of the projects sustainable. How will the project activities be maintained after the completion of the project .
  • Please indicate whether the proposal is for a new project or an extension of an ongoing project .
  • If the project proposal is for the extension of an ongoing project, please indicate whether an extension is requested to expand the scope of the project or because the planned duration of the project is insufficient to achieve the objectives. Indicate the main achievements of the ongoing project.
  • The advantage of addressing the problem/need through a regional project. What is the potential for TCDC? What make the project a good regional project? Why is the regional dimension important?
  • The nuclear technique to be used and its advantages over conventional methods .
  • List the potential participating Member States. Indicate the number of Member States who have identified the project area as a priority in their CPFs and the number of Member States who have national programmes in the project area. Indicate the Member States that have the infrastructure and other resources necessary for implementation of the project. This information could be presented in a tabular form.
  • Proposed duration of the project. The duration need not be two years. The proposed duration should be sufficient to achieve the project objectives. It is not a good practice to plan a project for two years and to keep on extending it until the objectives are achieved.
  • Budgetary requirements and possible sources of funds. Give the estimated budget and indicate the possibility of the project being funded through extra-budgetary contributions of a Member State or by a donor agency such as UNDP.
