These Guidelines and Operating Rules for the RCA were adopted at the 26 th RCA General Conference Meeting held in Vienna, Austria in September 1997. They were revised at the 33rd RCA General Conference Meeting held in Vienna, Austria in September 2004, based on the outcomes of the Strategic Session of the 26 th Regional Meeting of the National RCA Representatives held in Islamabad, Pakistan, in April 2004. The revisions are in the areas of procedures for development, implementation and monitoring of cooperative projects, and the definition of roles and responsibilities of all the RCA stakeholders, Meetings of the National RCA Representatives and the formats of the reports.
Section 7 on the Development, Approval, Implementation, Review and Reporting of RCA Coordinated Research Projects (CRPs) has not been revised, and should be revised based on decisions taken at a future Meeting of the National RCA Representatives.
The RCA Member States have decided that these Guidelines and Operating Rules should be revised periodically incorporating the decisions made at the Meeting of National RCA Representatives
