Criteria for RCA projects

 

All RCA projects shall contribute to achieving the RCA Vision and Mission.

Preconditions:

  • Any project entering into RCA Programme must demonstrate that they have both regional nuclear cooperation and a prominent nuclear component as essential and indispensable aspects of design.
  • Participating Member States must have adequate physical infrastructure and human resources as well as financial support for participation in the project at national level.
  • Projects should comply with International Basic Safety Standards and appropriate security requirements and recommendations

Programme Context

  • Within the provisions of the Articles of the RCA and taking into account the Millenium Development Goals (MDG) and subsequent international declarations, agreed objectives will be set, including priorities for a thematic sector over the next 6-10 years (3-5 cycles).

Specific criteria for the RCA Programme

All project proposals prepared for RCA Programme shall:

  • satisfy the basic criteria listed above as well as thematic sector priorities;
  • have the support of the requisite number of Member States;
  • be needs driven;
  • must have a nationally implemented component related to national development priorities;
  • be aligned with the objectives and priorities of prospective funding Agency(ies);
  • be completed in exact conformity with the requirements of funding Agency(ies) and contain clear and quantifiable design information. In addition they need to be prepared in conformity with the Guidelines and Operating Rules of the RCA;
  • be presented to a technical Peer Review and Assessment process, with inputs involving the Thematic Sector Lead Country Coordinators and others. This mechanism will be used to identify highly rated, important and attractive projects with a high probability of achieving the stated aims and specific objectives within proposed time scale;
  • be signed off by the National RCA Representatives of each participating Member State agreeing that the required criteria for national participation are complied with.
